Latvian CSDD bosses step down

All board members of the Road Traffic Safety Directorate (CSDD) have submitted a letter to the Minister for Transport, Rihards Kozlovskis (New Unity), Kozlovskis said on Wednesday, August 19.

In light of the cyberattack suffered by the CSDD in early August, the minister had invited the full CSDD Board and Management Board to a meeting on Wednesday morning. 

The fact that the agency’s leadership cannot continue its work under such circumstances had already been pointed out on Tuesday by President Edgars Rinkēvičs.

The Chair of the CSDD Management Board is Kristiāns Godiņš, whilst the independent members are Jānis Brazovskis and Māris Macijevskis. Meanwhile, the Chair of the CSDD Board is Aivars Aksenoks, whilst the board members are Dace Benhena and Jānis Liepiņš. In an interview with Latvian Television on Wednesday, Aksenoks indicated that he intended to step down from his post only once the investigations into the cyberattack have been completed, but later on Wednesday, he announced that the board had stepped down as well.

Kozlovskis has initiated an internal investigation, to be carried out as a matter of urgency, to establish all the circumstances and those responsible in connection with the cyberattack and the large-scale data breach. Among other things, the investigation must also examine the CSDD’s contract with SIA “Tet” for the provision of cyber security services. 

Information in the Electronic Procurement System (EIS) indicates that the initial contract value in the contract concluded in February 2022, following an open tender by the CSDD for the provision and management of information technology infrastructure services for the State Register of Vehicles and Drivers, with ‘Tet’ was 8.989 million euros excluding value added tax (VAT).
